Updated Requirements for Open Work Permit Applications for Israelis in Canada

In recent developments, Immigration, Refugees, and Citizenship Canada (IRCC) have issued updated guidelines for Israeli nationals seeking to apply for an open work permit from within Canada. These new measures are part of temporary provisions and come with specific eligibility criteria. This article provides a comprehensive overview of the updated requirements and the application process.

In Canada, an open work permit is a type of work authorization that allows foreign nationals to work for any employer in the country, excluding those with poor compliance records. Unlike employer-specific work permits, an open work permit provides flexibility, as it doesn’t tie the holder to a particular job or location. This enables individuals to explore various employment opportunities, gain diverse work experience, and contribute to the Canadian labor market.

Eligibility Criteria:

To be eligible for an open work permit under these temporary measures, applicants must meet the following criteria:

Residency Status:

  • Applicants must be in Canada with valid temporary resident status both at the time of application and when a decision is made on the application.
  • Note: Israelis do not need a visa to enter Canada, but they do require an Electronic Travel Authorization (eTA), which can be obtained online for $7.0 CAD.

Exemption from Fees:

Applicants under these measures are exempt from paying certain fees associated with the application process. The exempted fees include the work permit fee, open work permit holder fee, and study permit fee.

Application Deadline:

Applicants must submit their open work permit applications on or before June 12, 2024.

Additional Notes:

Applicants may be requested to provide a police clearance certificate (Teudat Meida Plili – Criminal Information Certificate).

Financial Capacity:

Applicants must substantiate their ability to cover living expenses for both the applicant and accompanying family members in Canada, as well as transportation costs for the return journey to the home country.

The following table illustrates the minimum funds required as of April 25, 2023:

Number of Family Members Funds Required (in Canadian dollars)

1 $13,757

2 $17,127

3 $21,055

4 $25,564

5 $28,994

6 $32,700

7 $36,407

Intent to Depart Canada:

*Applicants must convincingly communicate their intention to leave Canada at the conclusion of the authorized stay.

Post-Application Steps:

Biometrics:

Applicants may be required to provide biometrics if not given in the last 10 years.

Medical Exam:

A medical exam may be necessary for certain jobs or stays exceeding 6 months.

Note: For any permit, it is advisable to apply at least 30 days before the status expires, and visitors can legally stay in Canada for up to 6 months.

Approval and Work Permit Issuance:

If the application is approved, the open work permit will be mailed to the Canadian address provided in the application. The work permit will specify the type of work allowed and the duration of the permit.

Conclusion:

These updated requirements and measures aim to facilitate the application process for open work permits for Israelis in Canada. As immigration policies can change, applicants are advised to refer to the latest information provided by IRCC.
